海綿城市，是新一代城市雨洪管理概念，是指城市在適應環境變化和應對雨水帶來的自然災害等方面具有良好的“彈”性，下雨時吸水、蓄水、滲水、凈水，需要時將蓄存的水“釋放”并加以利用。使城市既有“面子”，更有“里子”。
